MEMORANDUM OF UNDERSTANDING ON CONSULTATIONS AND COOPERATION BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF CHILE

The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Republic of Chile, hereinafter referred to as "The Parties";

Desiring to strengthen the existing relations between the two countries and to enhance useful bilateral consultations and exchanges of information in all fields,

Convinced that sincere and constructive dialogue concerning all aspects of the bilateral relations, regional and global topics will contribute and consolidate their relations internationally;

Have agreed as follows:

ARTICLE 1

The Parties shall establish a joint commission, hereinafter referred to as the "Commission", to facilitate consultations and cooperation between the two countries in all fields of mutual concern and interest, particularly in the political, economic, trade, investment, financial, industrial, cultural, educational, social, sport, scientific, technical and technological fields.

ARTICLE 2

The Commission shall consider ways and means to promote the aforesaid objectives and to ensure the proper coordination and implementation of its decisions and/or recommendations. Further, it shall review the progress of the implementation of all other agreements concluded between the two countries, and take steps to ensure their active and speedy implementation.

ARTICLE 3

The level of the joint commission, as well as its composition, shall be determined by mutual agreement.

ARTICLE 4

The dates and venues of the joint commission shall be determined by mutual agreement through diplomatic channels.

ARTICLE 5

The Parties may set up working groups or expert meetings in order to discuss specific areas of common interest.

ARTICLE 6

Any amendment or revision to the text of this Memorandum of Understanding shall be done by mutual consent.

ARTICLE 7

This Memorandum of Understanding shall enter into force on the date of the later notification by the parties, through diplomatic channels, indicating that the domestic requirements for its entry into force have been complied with.

ARTICLE 8

This Memorandum of Understanding shall remain in force unless one of the Parties officially notifies the other through diplomatic channels, of its desire to suspend or terminate this Memorandum of Understanding. In such a case, the Memorandum of Understanding shall remain valid until 90 days after the date of the notice for suspension or termination,

ARTICLE 9

The termination or suspension of the present Memorandum of Understanding shall not affect the execution and duration of any arrangement made under the present Memorandum of Understanding until the completion of such arrangement.

Done in duplicate in Santiago, Chile, this sixteenth day of September 1999, in the Spanish and English languages, all texts being equally authentic.
