Excellency:
I have the honor to refer to my Note No. 6976 of October 31, 1952 reÂgarding Executive Order No. 535 issued by His Excellency the President of the Philippines on October 10, 1952 concerning the abolition or waiver, under cerÂtain conditions, of nonimmigrant passport visa fees for citizens of countries conÂcluding agreements with respect thereto with the Government of the Republic of the Philippines.
I propose that our Governments agree to the reciprocal abolition or waiver of nonimmigrant passport visa fees for the citizens of our countries visiting the territory of the other for temporary periods for business or pleasure. In carryÂing out this agreement, the Government of the Republic of the Philippines-will be guided by the conditions set forth in Executive Order No. 535 mentioned above.
I further propose that this agreement be made effective as of December 24, 1952 and that it remain in force until it is altered or terminated as a result of mutual consultation.
I shall appreciate being informed of the acceptance of Your Excellency's Government of the foregoing proposal.

and to inform Your Excellency that my Government agrees to the proposal set forth, on the understanding that the Government of the United States will, for its part, be guided by the provisions of the pertinent immigration laws and reguÂlations of the United States.
