EXECUTIVE PROGRAM ON EDUCATIONAL, CULTURAL AND SCIENTIFIC COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE REPUBLIC OF IRAQ FOR THE YEARS 1999, 2000 AND 2001

The Government of the republic of the Philippines and the Government of the Republic of Iraq, led by the desire to increase cooperation between them in the fields of education, culture and science according to the Economic, Scientific and Technical Cooperation Agreement signed on the 26th of May 1983, have agreed on the present Executive Program for Educational, Cultural and Scientific Cooperation for the year 1999, 2000 and 2001. Hereinafter, the Government of the Republic of the Iraq and the Government of the Republic of the Philippines shall be referred to as "the Parties".

ARTICLE I
EDUCATION

The Parties shall encourage direct cooperation between the Education and Science and Technology Department of both countries, which should be the avenue for cooperation between educational and scientific institutions.

The Parties shall encourage the exchange of training programs between the two countries in the areas of education and science and technology, Madrasah education and energy technologies, as well as the exchange of scholarships for postgraduate study in these areas.

ARTICLE II
EXCHANGE OF TECHNICAL INFORMATION AND EXPERTS

The Parties shall encourage the exchange of technical information and experts between educational and scientific institutions of the two countries.

ARTICLE III
CULTURE AND INFORMATION

The Parties shall encourage cooperation in culture and information, including the exchange of cultural exhibits and cultural groups, and the exchange of musical, radio, news, and television programs on the occasion of national days in accordance with arrangement agreed upon through diplomatic channels.

ARTICLE IV
YOUTH AND SPORTS

The Parties shall encourage cooperation between the two countries in the fields of sports and youth. Details of possible exchanges of experts, information, delegation and sports teams may be agreed upon through diplomatic channels.

ARTICLE V
FINANCIAL CONDITIONS

The Sending Party shall bear the costs of international airfare, while the receiving Party shall bear the costs of domestic transportation, accommodations and food.

The financial obligations for other items of expenditures for each project shall be agreed upon through diplomatic channels.

ARTICLE VI
COMPLIANCE WITH HOST COUNTRY LAWS AND REGULATIONS

The personal exchanged under this program are subject to the laws and regulations of host country.

ARTICLE VII
OTHER COOPERATIVE ARRANGEMENTS

The present program shall not prevent the establishment of any other cooperative arrangements between the two countries in the fields of education, science and culture.

ARTICLE VIII
DURATION

This Executive Program may be amended upon the mutual agreement by the Contracting Parties. These amendments shall enter into force in accordance with the provisions on entry into force.

This Executive Program shall enter into force on the date of the letter of notification by the Contracting Parties indicating compliance with their respective internal legal requirements for entry into force.

This Executive Program shall remain in force for the period of three (3) years and shall be automatically renewed for successive periods of three (3) years unless one of the Contracting Parties terminates it in writing, through diplomatic channels, by giving six (6) months notice before the expiration of its validity.
