EXECUTIVE PROGRAMME OF CULTURAL EXCHANGES BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE REPUBLIC OF INDIA
The Government of the Republic of the Philippines and the Government of the Republic of India, desiring to expand bilateral cultural exchanges and to further strengthen the friendly relations existing between their two countries, on the basis of the Cultural Agreement signed in New Delhi on 6 September 1969, have agreed, through mutual consultations, upon the following Executive Programme for Cultural Exchanges for the period 1995 to 1997, subject to the laws and regulations of each country.
I. EDUCATION
1.1 Two senior faculty members shall visit India to look into medicinal chemistry research and techniques on the utilisation of indigenous medicinal plants as well as the upgrading of graduate curriculum on pharmaceutical sciences (1-2 months).
1.2 Two junior faculty members shall be sent to India for laboratory technique training in the utilisation and development of pharmaceutical dosage forms from indigenous medicinal plants (1-2 months).
1.3 Both sides shall exchange information on the prevention and cure of the human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS).
1.4 Both sides shall facilitate the participation of delegates in national and international conferences held in either country. Registration fees for the conference shall be provided by the host country. Both sides may agree to provide facilities for post conference visits to places of interest to the scholars which shall not exceed two weeks.
1.5 Both sides shall exchange literary, cultural, educational and scientific materials and publications.
1.6 Both sides shall exchange scholars for participation in programmes for area studies, social sciences, philosophy, humanities, arts and letters. The timing and other details of the programmes in area studies and in the aforementioned disciplines shall be decided through consultations between the universities, with each university consulting its respective government.
1.7 Both sides shall provide one fellowship each for post doctoral research work. The subject of the fellowship shall be decided through mutual consultations.
1.8 Both sides shall encourage cooperation in art and culture between universities and institutions of higher learning in the two countries. Details regarding specific items and institutions for such cooperation shall be identified through consultations between the universities, with each university consulting its respective government.
1.9 Both sides shall exchange 2-4 experts in social sciences, science and humanities, environmental and ecological sciences for lecture and study tours. The duration of the visit shall be from 1 to 2 months.
II. ART AND CULTURE
2.1 Both sides agree to exchange performing art groups for a period of two weeks during the validity period of the present Executive Programme. The details on exchange of visits may be agreed upon through diplomatic channels. Local hospitality and number of artistes shall be on a reciprocal basis.
2.2 Both sides shall exchange not more than 3 writers, scholars, cultural administrator and other experts in the field of art and culture, including fine arts, for a period of 10 to 14 days.
2.3 Both sides shall exchange 4 to 5 experts in the field of dance, music, and theatre to conduct lectures and workshops for a period of 14 days each.
2.4 The Indian side shall explore the possibility of offering two (2) scholarships every year during the validity of the present Executive Programme. Scholarship details may be worked out through diplomatic channels.
2.5 Both sides shall endeavor to exchange audio/video recordings, photographs, slides and publications on performing arts.
2.6 The Philippines and India shall exchange microfilm or microfiche copies of manuscripts on art or other field of the humanities, copies of ancient or medieval manuscripts, photo-graphs/slides and other primary or secondary materials on art and cultural heritage for the national information system and databank.
III. ARCHAEOLOGY
3.1 Both sides agree not to engage in the commercial traffic of each others cultural artifacts and to enjoin the pertinent government agencies to prevent such traffic.
IV. MASS MEDIA
4.1 Both sides shall endeavor to exchange video modules, films, recorded music, photographs, slides and publications dealing with art and culture.
4.2 The radio and television organizations of both countries shall observe each other's national days by putting out special programs upon request made specifically in this regard.
4.3 The radio and television organizations of both countries shall provide the necessary facilities for each other's visiting radio and television teams, upon request made specifically in this regard.
4.4 Both sides shall participate in international film festivals held in each other's country.
4.5 Both sides shall endeavor to organize film weeks and send a delegate once during the validity of the program.
4.6 The parties shall exchange well acclaimed films of artistic value for preservation by each others's film archives.
V. EXPENDITURE
5.1 The two sides unless otherwise stipulated, have agreed upon the following financial terms and conditions:
5.1.1 The sending country shall pay for the international travel and transport expenses of the persons and items for exchange stipulated in the present executive programme, and the receiving country shall pay for the internal expenses such as board and lodging, travel, communications, and medical treatment. Insurance coverage for the duration of the project shall be borne by the sending party.
5.1.2 International travel expenses comprise expenses from the country of origin to the city of the receiving country in which the official visit begins and from the city where the visitors depart for the country of origin.
5.1.3 Consultations on expenses for scholarships exchanged by the two countries, as well as the terms and conditions for the exchange of professors and scholars, shall be conducted through diplomatic channels.
VI. OTHERS
6.1 Consultations shall be made on the dates and other details of the exchanges stipulated in the present Executive Programme. Such consultations shall be conducted through diplomatic channels and the respective Ministries of Foreign Affairs of the two countries.
6.2 Amendments to the present Executive Programme may be made by mutual agreement of both sides.
The present Executive Programme shall enter into force on the day of signing by the two sides, and shall terminate on 31 December 1997.
