P R O T O C O L
ON THE COOPERATION BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF ROMANIA
The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of Romania,
DESIROUS of strengthening the relations between the two countries on the basis of the principles embodied in the Charter of the United Nations;
DETERMINED to join their efforts towards world peace and security and towards the cooperation and the understanding among peoples ;
CONVINCED that a sincere and constructive dialogue on all aspects of the bilateral relations and on regional and international issues of common interest will contribute to a better mutual understanding and will bring the two countries closer;
DECIDING to further expand political dialogue at the Foreign Ministry level;
HAVE agreed as follows:
ARTICLE 1
The Foreign Ministries of the two countries will meet, as and when mutually agreed, in order to assess the overall relations, to identify ways and means which are conducive to closer cooperation and to discuss and analyze international issues.
ARTICLE 2
Meetings will also be held between the Undersecretary of the Department of Foreign Affairs of the Republic of the Philippines and the Secretary of State of the Ministry of Foreign Affairs of Romania, heads of Departments and respective officials of the two Ministries of Foreign Affairs.
The officials of the two Ministries may meet, at the request of either Ministry, at any time they deem it necessary.
ARTICLE 3
Subject to the approval of the two Ministries, their respective officials may hold consultations on bilateral relations and on international issues in the following areas :
a) bilateral political cooperation; development of economic and trade relations; bilateral scientific-technical, cultural, consular, humanitarian and environmental cooperation, as well as cooperation in matters of press and information ;
b) foreign policy analysis and planning, and questions of international law; and international issues, including the United Nations and the expansion of its role.
ARTICLE 4
The Philippine and Romanian missions in third countries and to the United Nations and other international organizations, as well as the two-countries' delegations to the international conferences will widen and strengthen their relations and exchange information, especially on pending issues of interest.
ARTICLE 5
The two Ministries will facilitate, within their competence and through diplomatic channels the promotion of direct relations between the social organizations of the two countries and of the exchange of visits between cultural and social organizations.
ARTICLE 6
In order to develop the bilateral cooperation and to ensure their continuity, the two Ministries will support the observance and implementation of the agreements concluded between the Republic of the Philippines and Romania, as well as the negotiation and signing of new juridical instruments of bilateral cooperation.
ARTICLE 7
The Protocol shall enter into force on the day of its signature and shall remain valid for a period of three years. It shall be automatically renewed for similar periods thereafter, unless terminated by either Party, giving three months' notice to the other before the expiry of any given period.
