MEMORANDUM OF UNDERSTANDING
1. This Memorandum sets out the understandings reached between the Government of the Republic of" the Philippines and the Government of New Zealand concerning the deployment of a Royal New Zealand Air Force contingent in the Philippines for the purposes of the Cope Thunder exercises.
2. a. The provisions contained in Annex A to this Memorandum will apply to the New Zealand force present in the Philippines for the Cope Thunder exercises.

2. a. The provisions contained in Annex A to this Memorandum will apply to the New Zealand force present in the Philippines for the Cope Thunder exercises.
b. The provisions contained in Annex B to this Memorandum will apply to operational matters relating to the deployment of the New Zealand force during the Cope Thunder exercises.
c. The provisions contained in Annex C to this Memorandum will apply to:

For the purposes of this Memorandum, or in its Annexes the terms used therein will, unless the context otherwise requires, have the following meanings respectively assigned to them :i) the settlement of claims against the Government of New Zealand or the members of the New Zealand force in respect of acts or omissions of those members; and
ii) the settlement of claims against the Government of the Philippines by the Government of New Zealand.
(a) "The Philippines" means the Republic of the Philippines and when used in a geographical sense means the national territory comprising the Republic of the Philippines.4. This Memorandum and its Annexes will take effect from 20 October 1982, and will remain in force until 180 day after the date on which one party gives notice in writing to the other party of its intention to terminate the Memorandum.
(b) "New Zealand authorities" means the authorities empowered by the law of New Zealand to exercise command or jurisdiction over members of the New Zealand forces.
(c) "New Zealand force" means the members of the RNZAF stationed in the Philippines for the purposes of the Cope Thunder exercises.
(d) "The Philippine authorities" means the authority or authorities from time to time authorised or designated by the Government of the Philippines for the purpose of exercising the powers in relation to which the expression is used.
(e) "RNZAF" means the Royal New Zealand Air Force.
(f) "CAB" means Clark Air Base.
(g) "CABCOM" means the Clark Air Base Command of the Philippines.
(h) "COMCABCOM" means the Commander of Clark Air Base Command.
(i) "PAF" means Philippine Air Force.
(j) "USAF" means United States Air Force.
