MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF FOREIGN AFFAIRS OF THE PORTUGUESE REPUBLIC ON COOPERATION IN DIPLOMATIC TRAINING AND EXCHANGE OF INFORMATION AND DOCUMENTATION
The Department of Foreign Affairs of the Republic of the Philippines and the Ministry of Foreign Affairs of the Portuguese Republic, hereinafter referred to as “Participants,â€
Considering the mutual interest in establishing and developing cooperation with the view to strengthening the relations between the diplomatic services of both countries;
Noting the necessity of fostering innovative methods in the fields of diplomatic staff training in order to keep pace with the growing complexity of international relations; and
Bearing in mind the objectives of creating bonds between the Participants, through exchange of information and documentation relevant to their curricula, and organization of meetings, symposia or seminars on matters of common interest.
Have reached the following understanding:
1. Objective
2. Training
3. Exchange of Information and Documentation
4. Effectivity
Signed in Lisbon on the 7th of October of 2015 in two languages, English and Portuguese, both texts being equally authentic.
Considering the mutual interest in establishing and developing cooperation with the view to strengthening the relations between the diplomatic services of both countries;

Bearing in mind the objectives of creating bonds between the Participants, through exchange of information and documentation relevant to their curricula, and organization of meetings, symposia or seminars on matters of common interest.
Have reached the following understanding:
1. Objective
1.1 | This Memorandum of Understanding is for the purpose of establishing the terms and conditions under which the Participants intend to develop cooperation activities within their fields of competence. |
1.2. | This Memorandum of Understanding will be implemented by the Foreign Service Institute of the Department of Foreign Affairs of the Republic of the Philippines and the Diplomatic Institute of the Ministry of Foreign Affairs of the Portuguese Republic. |
2. Training
2.1. | The Participants will organize seminars, symposia or similar events on topics relevant to their training curricula and of common interest, to carry out the exchange of lectures and students. |
2.2. | In connection with Paragraph 2.1, the Participant that organizes in its territory seminars, meetings, symposia or similar events and hosts the lecturers and students will bear the organization costs. Expenses related to accommodation and transportation of lectures and students shall be borne by each sending Participant. |
3. Exchange of Information and Documentation
3.1 | The Participants will regularly exchange information pertaining to their activities and training curricula. |
3.2. | The Participants will endeavor to conduct a regular and reciprocal exchange of publication and partnerships between their respective libraries and archives. |
3.3. | The Participants will promote the joint publication of articles on international politics by authors from both countries. |
4. Effectivity
4.1. | The Memorandum of Understanding will come into effect on the day of its signature and will remain in force for a period of three years, after which it will be automatically renewed for subsequent periods of three years. |
4.2. | The effectivity of this Memorandum of Understanding will cease when one of the Participants notifies the other in writing of its intention to terminate this Memorandum of Understanding, no later than ninety days prior to the expiry of its validity. |
