DISPENSACION DE LA LECTURA DE LA
LISTA DE DELEGADOS Y DEL ACTA
SR. GRAFILO: Senor Presidente.
EL PRESIDENTE: Senor Delegado.
SR. GRAFILO: Pido que se dispense la lectura de la lista de Delegados y del acta, y que esta se de por aprobada.
EL PRESIDENTE: Si no hay ninguna objecion, asi se acuerda. (No hubo objecion.)
MR. ROMERO: Mr. President.
THE PRESIDENT: The Gentleman from Negros Oriental.
MR. ROMERO: Mr. President, the Committee on Rules, in accordance with the resolution of this Con颅vention, has filed with the Secretary the second topic for discussion in the Convention which we request the Secretary to read. We have filed the resolution with the Secretary, and we ask that the debate on this proposition should begin tomorrow, October the 24th.
EL PRESIDENTE: Lease la resolucion.

"Resolved that the right of suffrage under the Constitution be granted to its male citizens only."
MR. ROMERO: Mr. President, I want to explain that, in harmony with the practice thus far followed, we have formulated the proposition that the discussion be in accordance with the recommendation of the com颅mittee, out of respect to the other committees.
SR. ABELLA: Senor Presidente.
EL PRESIDENTE: Senor Delegado.
SR. ABELLA: Yo quisiera que antes de discutir ese asunto, se discuta primeramente el del voto obligatorio, si no tiene ningun inconveniente el Companero.
EL PRESIDENTE: 驴Insiste el Delegado por Negros Oriental en su mocion?
SR. ROMERO: Insistimos.
EL PRESIDENTE: Entonces, no podemos tratar por ahora de esa materia, Senor Delegado por Camararines Sur.
MR. BUSLON: Mr. President.
THE PRESIDENT: The Gentleman from Bohol.
MR. BUSLON: Mr. President, I move that the debate on this topic be limited to two days only as there have been speakers who delivered speeches on this ques颅tion, and the assembly is sufficiently informed of the same.
THE PRESIDENT: In accordance with the Commit颅tee on Rules, three speakers can speak in favor and three other speakers can speak against. Thus we have three speakers on each side.
MR. ROMERO: It is better not to limit the time, Mr. President.
MR. BUSLON: Mr. President, just an amendment to the decision of the Committee on Rules to the effect that we vote on this question on Friday evening; that is, we have three days鈥擶ednesday, Thursday and Friday鈥攖o discuss and the question can be voted on Friday evening, at seven o'clock.
EL PRESIDENTE: 驴Que dice el Comite de Reglamentos?
MR. ROMERO: The Committee on Rules, in its first experience, found it rather difficult to limit the discus颅sion. Unless there is a powerful reason for it, we would not want to postpone and limit the discussion to three days. It is the right of the Convention to move for a vote on the question after three speakers for and three against have spoken. We think it is better to leave it to the Convention for a vote.
MR. BUSLON: I withdraw my amendment, Mr. Pres颅ident.
MR. ORTIZ (M.): Mr. President, will the Gentleman yield?
THE PRESIDENT: The Gentleman from Negros may answer.
MR. ROMERO: With pleasure, Mr. President.
MR. ORTIZ (M.): May I know from the Gentleman whether this resolution is subject to amendment? Can we present amendments? I would like to know because last night, I was not allowed to present amendments.
MR. ROMERO: According to the precedents we have established last night, it seems to me that amendments are in order.
MR. VINZONS: Mr. President, I want to register my desire to vote in favor of this resolution.
MR. GRAFILO: Mr. President, I believe it will be convenient to appoint a manager to divide the speakers who will speak for and against the proposition.
MR. VINZONS: Mr. President, for those who will speak in favor of the proposition, we suggest Delegate Abella.
MR. ROMERO: The Committee on Rules reserves the right to appoint the leaders of the two sides of the question.
MR. ABORDO: Mr. President.
THE PRESIDENT: Delegate from Palawan.
MR. ABORDO: I just like to find out if the Gen颅tleman from Camarines Sur (Mr. Abella) can inform the Convention that the draft of the Constitution will be ready for discussion on this floor; otherwise, it will be useless to attend sessions in the morning and afternoon, unless the draft of the Constitution is ready.
THE PRESIDENT: The resolution states that the Convention will hold sessions morning and afternoon, immediately after the adjournment of the Legislature.
MR. GRAFILO: Mr. President, just for an amend颅ment to the resolution to the effect that the Conven颅tion hold sessions morning and afternoon after the Comite de Ponencias has submitted the draft.
THE PRESIDENT: Immediately after the adjourn颅ment of the Legislature.
MR. GRAFILO: I shall not insist on my amend颅ment, Mr. President.
EL PRESIDENTE: La Mesa desea contestar a la pregunta en el sentido de que si no se aprueba ninguna orden especial limitando el tiempo y senalando el dia para la votacion de esta Resolucion, podra presentarse enmienda. Si no hay objecion por parte de la Asamblea, se aprueba la proposicion del Delegado por Negros Orien颅tal. (No la hubo.)
SR. ABAYA: Tengo entendido que hay una proposi颅cion tambien sobre la cuestion del sufragio femenino en el sentido de que se debera someter a un plebiscito.
EL PRESIDENTE: Cualquier Delegado puede proponer enmienda a la Resolucion.
SR. BUSLON: Quisiera registrar un turno en con颅tra de la Resolucion.
EL PRESIDENTE: Hagase constar. Para el debido orden de los turnos convendria que se nombren managers para cada lado del debate. Si no se designan managers, se consideraran los turnos por el orden en que se han registrado.
MR. VINZONS: We suggest that those who wish to speak on this matter should register their "turnos" with the Secretary after the session.

SR. ROMERO: El Comite no tiene objecion a que se proceda a la inmediata consideracion de esta Resolucion con una sola enmienda que ha presentado el mismo autor.
