[ EXECUTIVE ORDER NO. 84, March 14, 2025 ]
INCREASING THE SUBSISTENCE ALLOWANCE OF MILITARY PERSONNEL OF THE ARMED FORCES OF THE PHILIPPINES
WHEREAS, under Section 3, Article II of the Constitution, the Armed Forces of the Philippines (AFP) is the protector of the people and the State;
WHEREAS, Section 5(3), Article XVI of the Constitution declares that professionalism in the armed forces and adequate remuneration and benefit of its members shall be a prime concern of the State;
WHEREAS, Congress Joint Resolution No. 4 (s. 2009), in relation to Letter of Implementation No. 99 (s. 1979), authorized the President to approve adjustments in the allowances of all government personnel, including Subsistence Allowance of the AFP, upon the recommendation of the Department of National Defense (DND) and Department of Budget and Management (DBM);
WHEREAS, the Subsistence Allowance of all Officers and Enlisted Personnel of the AFP was last adjusted in 2015 pursuant to Congress Joint Resolution No. 5 (s. 2015);
WHEREAS, it has been observed that the current Subsistence Allowance of AFP Personnel is no longer adequate to meet the daily sustenance of an active-duty soldier, which is essential for their well-being and performance of their duties;
WHEREAS, the DND and DBM recommend to increase the Subsistence Allowance of all Officer and Enlisted Personnel of the AFP; and
WHEREAS, it is imperative to increase the Subsistence Allowance of all Officers and Enlisted Personnel of the AFP, to protect and promote their welfare, in recognition of their sacrifices and perseverance, in defending and upholding the country's sovereignty and territorial integrity;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
Section 1. Subsistence Allowance. The Subsistence Allowance for Officers and Enlisted Personnel of the AFP, including trainees and Probationary Second Lieutenants/Ensigns undergoing military training, Citizen Military Training cadets on summer camp training and reserve officers and enlisted reservists undergoing training and assembly/mobilization test, Citizen Armed Force Geographical Unit, and cadets, is hereby increased from One Hundred Fifty Pesos (P150.00) to Three Hundred Fifty Pesos (P350.00) per day, effective 01 January 2025.
Section 2. Funding. The amount necessary to carry out the implementation of this Order shall be charged against available appropriations of the AFP under Republic Act No. 12116 or the "General Appropriations Act for Fiscal Year 2025," and such other funding sources that the DBM may identify, subject to relevant budgeting, accounting, and auditing laws, rules and regulations. Thereafter, the funding requirements necessary for the continued implementation of this Order shall be included in the budget proposals of the AFP, subject to the usual budget preparation process.
Section 3. Separability. If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.
Section 4. Repeal. All orders, rules and regulations, and other issuances or parts thereof, which are inconsistent with this Order, are hereby repealed or modified accordingly.
Section 5. Effectivity. This Order shall take effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
