The Republic of the Philippines, represented herein by the Department of Agriculture and the State of Israel, represented by the Ministry of Foreign Affairs, MASHAV - Center for International Cooperation, hereinafter referred to as the Party",
RECOGNIZING the benefits to be derived by the technical cooperation in the Gintong Ani for High Value Commercial Crops Program hereinafter referred to as the GA-HVCCP; and
BEING BASED on the Agreement on Technical Cooperation in Agriculture and Agriculture Related Fields Between the Government of the Republic of the Philippines and the Government of the State of Israel, signed in Jerusalem on 6th of June, 1994;
HAVE AGREED AS FOLLOWS:
ARTICLE I
SCOPE OF COOPERATION
In relation to the GA - HVCCP, the Israeli Government shall provide an agriculture expert who will serve as an adviser at the national level with regional responsibility. The expert shall advise the Secretary and/or the Undersecretary of the Philippines' Department of Agriculture on the implementation and development of the GA -HVCCP project management concerning the priority crops, covering the areas of production, research and surveys, design and implementation of the program.
ARTICLE II
SCOPE OF WORK
The expert shall recommend appropriate agricultural technologies, including market research techniques and development. He shall be attached to relevant DA national/regional research stations for technology generation and promotion purposes and shall extend technical assistance on the development of information and instructional kits for the field level. Furthermore he shall provide consultancy service on mechanization, irrigation, etc.
The Government of the Philippines shall provide the agriculture expert with a local counterpart, an office and secretarial services and means of transportation. The Office of the Secretary shall serve as the pivotal unit with the Undersecretary for Research, Training and Field Operations as the focal persons. The Bureau of Plant Industry will serve as the Secretariat for the joint activity.
ARTICLE III
FINANCIAL COMMITMENT
The Sending Party will bear the costs of air transport, salary and other benefits of the expert and the Receiving Party will shoulder the costs of work programmes to be 0/ undertaken. Activities pursuant to this Executive Agreement are subject to availability of funds and personnel and to the laws and regulations of the respective countries of the Parties.
ARTICLE IV
EFFECTIVITY AND TERMINATION
This Executive Agreement shall enter into force upon signature and shall remain in force for a period of two (2) years, with an option to extend for three (3) additional years, unless terminated earlier by either Party by giving six (6) months prior written notice of termination to the other party.
