Metropolitan Manila, represented by Prospero I. Oreta, Chairman of the Metropolitan Manila Development Authority and the Territory of Guam, represented by Governor Carl T.C. Gutierrez, hereafter referred to as the "Parties."

Because of their close proximity and the distinct similarity between their cultures, which have created a special relationship between the Philippines, particularly Metro Manila, and Guam, and, in order to further strengthen their relationship, the above Parties are desirous of entering into an agreement that would be mutually beneficial to both Metro Manila and Guam.

WHEREAS, both Parties are aware of the common history and cultural background shared by both the Filipinos and Guamanians;

WHEREAS, both Parties realize that cooperation between them would be mutually beneficial to both Metro Manila and Guam; and

WHEREAS, both Parties resolve to optimize cooperation for the development and progress of their respective regions, now therefore,

In order to strengthen relations between Metro Manila and Guam, both Parties have decided to define through the present agreement, the framework of cooperation between their respective abilities as follows:

ARTICLE 1

For the benefit of Metro Manila and Guam, both Parties agree to cooperate in the areas of:

1. Tourism

2. Economic (Trade and Investment)

3. Urban Development

4. Professional Training and Development

5. Health and Sanitation (Medical Treatment, Hospitalization and Patient Referrals)

6. Education and Culture

7. Environment (Solid Waste Management)

8. Traffic Management

ARTICLE II

Both Parties agree to exchange Information, Technology, Experts and delegations in the abovementioned fields. In case of exchange of experts and delegations, each party agrees to defray costs for local accommodation and transportation, international transportation shall be borne by the sending party.

ARTICLE III

The Parties shall designate the person or persons for insuring the smooth implementation of the provisions of this Agreement.

ARTICLE IV

The Parties shall agree on protocols, which shall form integral parts of the Agreement, to carry out the programs under each area of cooperation abovestated.

ARTICLE V

Both Parties may call on other organizations, international or local, to assist and accommodate their requests for financing and/or implementation of the projects provided for in this Agreement.

This Agreement was jointly entered upon by the Metropolitan Manila Development Authority (MMDA), represented by its Chairman, Mayor Prospero I. Oreta and the territory of Guam, represented by its Governor, Carl T.C. Gutierrez.

DONE in Metropolitan Manila, this 30th day of May 1995, in the English and Filipino languages, both texts being equally authentic.
